FoxVox Update v3.9.1

Changelog:

• Rervert speech recognition to allow voice keys on groups only to match earlier behavior (as demonstrated in tutorial video).
• Fix speech engine intialization under certain circumstances with new or unspecified languages in library files.

Minor corrections in behavior due to undesired effects of update.  This just smooths out speech initialization.
